Director, RF Engineering (Parsippany, NJ) Dallas, TEXAS
Manage a regional team that consists of the following core functions: Automatic Frequency Planning (AFP), BSS Engineering, Capacity Planning, Data Engineering and TDOA. The job duties include but are not limited to: Frequency Planning, BSC/TCU/PCUSN dimensioning and forecasting, Radio Access Capacity planning, New technology rollouts, TDOA Administration including Network dimensioning, New deployments and KPI monitoring, Develop and manage regional markets network performance and KPI targets, Provide subject matter experts to the local markets.
Primary Duties and Responsibilities
§ Ensure that network performance goals are met or exceeded in all regional markets and work with FSC, regions and markets to facilitate best practices.
§ Manage all aspects of frequency planning including AFP tool assessment, plan generation, and implementation
§ Manage New technology rollout and Enhancements.
§ Manage a regional team that ensures continuity and consistent communication between Field Service Center, regional engineering, and market engineering teams.
§ Manage enhanced 911 Services which includes Hardware forecasting, LMU design and new market deployments.
§ Manage Capacity Planning including forecasting and monitoring all required HW for Voice and Data network.
§ Maintain On-going participation in working groups to create new national processes for all KPI's including data and voice.
Requirements:
§ High level of competency in all aspects of Radio Network Design and optimization. Includes but not limited to: Antenna theory, GSM Call processing, RF propagation theory, Field based measurement systems and interpretation, understanding of GSM Radio based call statistics such as dropped calls, BER, Handover, etc
§ Should be proficient in propagation, field test, and network optimization tools.
§ The candidate must posses a strong financial understanding, be able to create and manage departmental budgets, prepare and adjudicate business cases, as well as manage large technical projects
§ The candidate should have strong interpersonal skills and a high standard of written and oral communication.
§ This candidate should possess organizational skills and be able to demonstrate project management skills.
§ This candidate will have strong leadership skills, with the ability to conceive, communicate, and implement design and operation concepts that improve the performance of the network and the efficiency of the RF teams.
§ The candidate must posses an extensive industry background to provide leadership, coaching and strategic management of the RF Engineering teams while maintaining the company vision and goals.
§ Bachelor’s degree in Engineering, BSEE is preferred
§ 8+ years Cellular/PCS industry experience
§ 5+ years RF Management experience in heading a team of engineers and/or technicians
§ Hands on experience with GSM technology strongly preferred
